LEGAZPI CITY (PIA) - Advisory on the suspension of classes and work due to weather disturbances shall be issued by the mayor or local chief executive.
"City and municipal LGU through their respective local Disaster Risk Reduction and Management (DRRM) offices shall release localized advisory on weather related disturbance that may affect their specific locality or areas of responsibility, " Albay Governor Al Francis Bichara said.
Bichara has recently issued an Executive Order on Policy and Procedure in the Release of Localized and Province Wide Public Safety Advisories related to Weather Distrubance.
This include the suspension of work, classes and travel warnings that may affect public safety.
"Such advisories and/or suspension shall be released for public information and dissemination and will remain in effect until lifted by the respective cities and municipalities as may be deemed necessary," Bichara said.
The local DRRM officer shall determine the need to release advisories or suspension to be recommended to the Local Chief Executive (LCE) or mayor for final decision making.
Likewise, the city and municipal DRRM officers are required to report and provide a copy of the said advisories to the Albay Public Safety and Emergency Office (APSEMO) with updates and hourly status report on road traffic condition, casualties, evacuation and other actions taken.
On the other hand, the Albay PDDRMC, through APSEMO, shall release and provide "timely provincial advisory on weather hazards and other related incidents that will cause an effect throughout the province.
"Such advisories from APSEMO shall be immediately and widely disseminated for public information using all available media, respective city and municipal LGUs shall be furnished with a copy of the advisory for dissemination and proper action in their locality," Bichara said.
Albay is one of the provinces exposed and vulnerable to various weather systems that may cause sudden and erratic changes in weather and result in isolated/localized impacts based on its nature and forecast by the Philippine Atmospheric Geophysical and Astronomical Services and Administration (PAGASA).
Weather disturbances may include north east monsoon/ "amihan, "south west monsoon/ "habagat," cold front/tail end of the cold front, intertropical convergent zone, thunderstorm and low pressure. (SAA-PIA5/Albay)
